English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a recent survey of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of public land and open spaces to shore up their budgets, but they argue they must continue to raise vital cash from property disposals or face insolvency.

This coalition noted that a significant number of authorities attempting to raise money from a fire sale of holdings represented “a clear change from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and utilising financial reserves to manage increasing fiscal pressures.”

Detailed Examples of Proposed Disposals

Medway Council in Kent announced its property management strategy featured the disposal of a shopping centre in a local town and a community venue in Rochester to generate £20m over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Increases and Broader Fiscal Strains

This research of councils in the key cities group, which covers several urban centers, also found that more than 70% of authorities will have to increase local levies next April to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

The authority explained it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and cost efficiency,” said a council leader.

He continued: “We face demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week also found council budgets being stretched by the increasing figures of young people and adults requiring Send support.

A network of councils projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the Send system until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for English councils, several participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“Although only one key city is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of England. The data underscores the extent of challenges facing municipal officials across major urban centers in the coming year,” the analysis concluded.

“Council officials have been explicit about the need for a fair and sustainable financial structure that accounts for and responds to the real levels of deprivation and demand,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the study found.
